Charles Alling Gifford was an American architect and a partner at the New York firm Gifford & Bates. Gifford was born in New Jersey and studied at the Stevens Institute of Technology, which focuses on mechanical engineering.〔25 Herman W Knox., ed. ''Who’s Who in New York''. The courthouse cornerstone was laid on December 27, 1906 and construction was completed on December 18, 1907 at a total cost of $97,613.
